The Costs
With the proposed introduction of the EASA style regulations,
Charter operators will be required to incorporate Continuing Airworthiness
Management into their operation.
Below are the major changes in the new regulations.
- The Registered Operator will be responsible for the Continuing Airworthiness
(CAW) of the aircraft.
- The Registered Operator may contract the tasks for
CAW to a Continuing Airworthiness Management Organisation (CAMO).
- If you use the aircraft for "Public Air Transport" (Carriage of passengers
or freight on either scheduled or non-scheduled services) or for some aerial
work, you must either incorporate CAW into your operation and gain approval
as a CAMO or contract the tasks for CAW to a Continuing Airworthiness Management
Organisation (CAMO).
- You must establish a maintenance program. (Most existing maintenance programs
will require some small additions but will mostly suffice)
- You must commission an Aircraft Airworthiness Review that results in the
issue of a "Maintenance Review Certificate. An Aircraft Airworthiness Review
is intended to ensure that all the necessary maintenance tasks, including
incorporation of mandatory directives and review of manufacturers service
information, has been undertaken in the preceding 12 months. An annual review
of the aircraft and its records will have to be carried out and will be required
to continue the validity of the Certificate of Airworthiness.
- If the aircraft is in a controlled environment, the CAMO managing the aircraft
will be able to issue the airworthiness review certificate. A controlled environment
is where the aircraft is continuously managed by the same CAMO and approved
maintenance organisation over the preceding 12 months.
- If a CAMO has issued an airworthiness review certificate and the aircraft
has remained in a controlled environment, the CAMO will be able to extend
the validity of the airworthiness review certificate for 1 year on 2 consecutive
occasions.
